Independent Police Complaints Commission Names Pedestrian Killed By a Police Vehicle in South-east London, on Saturday

The Independent Police Complaints Commission (IPCC) has named the pedestrian who died after being hit by a police vehicle in Bromley, south-east London, on Saturday (23 August) as Sandra Simpson.
Sandra Simpson (known to family and friends as Sandy), a local resident aged 61, was hit by a marked police vehicle in Homesdale Road near the junction with Gundulph Road, Bromley. She was pronounced dead at the scene.
IPCC investigators attended the scene on the night of the collision and launched an inquiry into the circumstances.
Initial analysis of the police vehicle’s data recording system shows that the vehicle was travelling with its blue lights and sirens on at the time of the collision. The IPCC’s investigation will look at the actions and deployment of the officer during this time.
IPCC investigators have been carrying house to house enquires today.
A post-mortem, attended by an IPCC investigator, was carried out yesterday and an inquest will be opened in due course.

At the time of the accident, the marked police car had its blue lights on and siren. This can usually be heard from a good half a mile away. So putting aside WHY the police car was travelling at speed, it was, and making a considerable racket at the same time.
Without wishing to appear incensitive, unless the police vehicle mounted the kerb/pavement, why would a pedestrian simple step out in front of such a hazard? The police car did not suddenly appear like the Tardis, so did Sandy Simpson have hearing or vision problems?
It is so easy to blame the police driver for picking up food and hurrying back with it, but having read every report about this, not one states where Sandy Simpson was at the point of impact and consequently, no-one should be passing judgement? Yes, the police driver should not have been doing what is alleged, if he was, but if he was on the carriageway, why did Sandy put herself in the way?
