Independent Police Complaints Commission Starts First Investigation Into the New UK Border Agency

The Independent Police Complaints Commission (IPCC) is managing an investigation into how a UK Border Agency (UKBA) operation, during which a man broke both his legs, was carried out.

Officers from UKBA were carrying out a pre-planned intelligence-led operation on a restaurant on Upper Tooting Road, London SW17 on 31 March. During the operation a man believed to be in his 30s made off from the rear of the building. An officer followed him on to the roof and a short time later the man was found on the ground suffering leg injuries. The man remains in hospital with two broken legs.

As required by law the incident was referred to the IPCC.

Nicholas Long, IPCC Commissioner with national responsibility for UKBA, said:

“The IPCC’s jurisdiction was extended in February to cover those UKBA officers exercising police-like powers and this is our first investigation into an incident involving UKBA.

“I will be looking to establish whether operational policies and procedures were properly followed and whether any lessons can be learned from this incident.”

The investigation will be carried out by UKBA’s Professional Standards Department under the direction and control of the IPCC.
