Lesotho Civil Servants Receive Substantial Salary Increment

Flag of LesothoThe government of Lesotho has made a 6% salary increment on the salaries, on top of the revised salaries for civil servants, which will come into effect at the beginning of the 2013/14 financial year on April 1.

The hike, which was prompted by the salary review, has made a difference of up to M5,556 (US$601) per year on the salaries of employees of the lowest grade of A; M38,664 (US$4,188) per year for civil servants of middle grade of F; and M162,468 (US$17,602) for officials in grade L.

According to the Circular notice number 6 of 2013 issued by the Public Service ministry, signed by the Ministry’s Principal Secretary ‘Machabana Lemphane-Letsie, the government adjusted salaries of all public officers and civil pensioners by 6 percent increase for the fiscal year 2013/2014.

"In addition to this increase the government, through the Ministry of the Public Service, has also reviewed and revised the current salary structure. Due to this revision, a new salary structure has been adopted," she said in a circular.

The circular says the conversion from current salaries to revised salaries shall be on the first point of the current grade basis, meaning that regardless of whether the employee is new to the grade or have been on the grade for the past seven years, the first point of the revised salaries will be the starting point for all.

This, according to the circular, will however not be the case at Grade I, where all officers will resume at the first point, except for those officers who are on the last three points of the current structure, as they will be awarded an incremental credit of the revised salary structure.

The circular shows different adjustments for civil servants, prisons, army and National Security Services, the police, primary and post-primary teachers and chiefs (traditional leaders).

Civil servants are jovial about the increment, even though, some are concerned that the government did not take into consideration that old employees need to get more salaries, as the new structure puts them at par with the new employees.
