The Libyan leader, Muammar Qaddafi, during a 24-hour visit ending Monday in Bamako advocated an African Union government comprising “ministerial” departments and “secretariats”.
According to the Libyan leader, the role of a continental government shall not be limited to the management of foreign affairs or defense that ministries would take care of.
It is important for the future continental institution to also have the portfolio of “Secretaries” in charge of various sectors or sub-sectors, Mr. Qaddafi explained at the end of his visit to Mali.
Muammar Qaddafi however did not indicate in his intervention the fields of activities that would be entrusted to the “Secretariats” that would be created as part of the future African government.
The Libyan leader arrived in the Malian capital on Saturday evening from Conakry, Guinea, while Malian President Amadou Toumani Toure was away to inaugurate developmental infrastructures inland.
Muammar Qaddafi was welcomed at the international airport of Bamako-Sénou by Malian Premier Modibo Sidibé.
He was joined an hour later by the Malian head of state.
