In response to an invitation from the government of Costa Rica, the Organization of American States (OAS) has decided to send an Electoral Observation Mission (EOM) to follow the Municipal Elections to be held December 5, 2010.
With this goal in mind, OAS Secretary General José Miguel Insulza designated Colombia’s former Foreign Minister María Emma Mejía Vélez as Chief of Mission. On today’s date, Monday, November 15, Mejía began a preliminary visit to Costa Rica and met with the president of the Supreme Electoral Court, Luis Antonio Sobrado, to sign an agreement on the conditions for the work of observation. The Chief of the EOM/OAS also will hold various meetings with local, political and government authorities.
The Colombian diplomat has a long personal history of public service and renowned international experience. After serving as Ambassador of Spain in the Administration of President César Gaviria, she became Minister of Education in 1995. In July of 1996 she was named Minister of Foreign Affairs, a position she held until 1998. Currently, she is a member of the Civilian Facilitation Commission with the National Liberation Army (ELN) and also of the Foreign Relations Advisory Committee of the National Government.
For the Municipal Elections of December 5, the Mission will deploy 35 international observers from 14 countries of the continent throughout the Costa Rican territory, for the purpose of following the development of the organization and administration of the elections as well as the political campaigns.
