A statement issued by Abdullahi Kaugama, the Secretary of Nigeria’s Independent National Electoral Commission (INEC), in Abuja on Thursday said that the conference is part of efforts to ensure the success of the 2011 general elections.

The statement said that Mbeki, who would be the conference’s chief guest speaker, would deliver a paper on “Democratisation : Issues and Challenges in Africa and Third World countries.”

It also said that Chawla would share his country’s experience on voting and the concept of staggered elections.

The conference would be a follow-up to a retreat held by INEC in Kaduna in August 2009 where the operational plans for the conduct of the 2011 general elections were mapped out.
