The Mozambican government needs a further $50 million to complete the new sanitation system for the central city of Beira, local media reports suggest.

60% of the system so far concluded was handed over to the Beira Autonomous Sanitation Services, which is responsible for the operation of the system.

61 kilometers of sewage pipes have been built or renovated, plus 11 pumping stations, four elevation stations and six outlets to the sea. But a further 50 kilometers of piping remains to be completed.

The cost of the first phase of the sanitation project was about $88.3 million, of which 59.95 million euros came from the European Union’s European Development Fund (EDF).

The EU is known to be interested in financing the second phase, but first wants to discuss the matter with other possible partners, such as the World Bank.

EU representative, Alexandre Serres said “there has not yet been a final decision, because there are other donors interested”.

Serres thought that the partial conclusion of the sanitation project was a significant step in poverty reduction and moved the country nearer to attaining the Millennium Development Goals.

According to him improved sanitation in Beira would contribute to reducing the spread of water-borne diseases, and the risks of flooding during the rainy season.

National Director of Water, Jaime Matsinhe, who represented the government at the ceremony, said that, although the work done so far represented a victory for Beira, more effort had to be undertaken and funds mobilized to rehabilitate the remaining 50 kilometers of piping.

The mayor of Beira, Daviz Simango, called on Beira residents to collaborate in maintaining the new system.

“This work cost a lot of money and sacrifice and is meant for the people of Beira. It will save lives by reducing the spread of diseases”.

The Mozambican government has said coal transport from Moatize (west) along the Sena railway line (linking west to central port of Beira) will be postponed until September from the original date of July because rehabilitation is not yet complete and a partner is being sought to finalize rehabilitation, private newspaper O Pais reported Tuesday citing Transport and Communications Minister Paulo Zucula.

Zucula told O Pais that the delay was due to work that was underway to rectify some errors of reconstruction of the line, which are due to be concluded in September.

According to O Pais, India’s Rites and Icon is the company responsible for the 18-month delay in reconstruction of the Sena line because it did not keep to all the requirements outlined in the tender document.

Zucula noted that as a result, the Mozambican government felt it had no other option but to cancel the contract with the consortium made up of two Indian state firms and added that the government was now seeking other partners to continue with the project to build the railroad.

Officials from Rites and Ircon, a group that includes Rail India Technical & Economic Services and Ircon International, were not immediately available for comment.

Brazil’s mining giant Vale and Australia’s Riverdale have invested heavily to mine Mozambique’s estimated 23 billion tonnes of coal, planning to use the Sena Line for transport in the country with some of the world’s largest untapped coal reserves.

Riversdale Mozambique’s executive director Anthony Martin said work on the coal terminal will probably be completed in the second half of the year.

The two mining companies will start coal exports to their international markets this year using the Port of Beira.

Beira is a strategic regional port considering that it acts as a gateway for both the central interior part of Mozambique and landlocked countries i.e. Zimbabwe, Zambia and Malawi.

Malawi is currently experiencing a shortage of petrol, diesel and paraffin at its fuel pumps due to technical problems at the Ports of Beira in Mozambique and Dar es Salaam in Tanzania, an official said Friday.

Acting Executive Director for Malawi Energy Regulatory Authority (MERA) Alexander Saiwa said in Lilongwe that despite having enough supplies at the ports, the country has not been able to meet its daily loading plans because of congestion at the port which has come due to an increase in demand in the region.

“Congestion at Beira, Dar es Salaam and Nacala ports has negatively affected the supply of fuel in our country but we believe that the situation will soon be normalized,” he said.

He said the authority was directly engaging management teams at the ports to urgently deal with the issue so that the country could start to receive the supplies during this weekend.

In addition, he said, the body through the appropriate government departments and ministries, was aggressively negotiating with the Mozambican and Tanzanian counterparts to ensure smooth handling and movement of fuel from the ports into Malawi.

He therefore advised the general public not to panic as necessary measures are being taken to normalize the situation.

A feared cholera epidemic has broken out in Mozambique’s central province of Manica, killing at least 40 people, health officials said on Monday. Provincial Health director in Manica, Quinhas Fernandes, told APA in a telephone interview that most of the victims are children under the age of 14 years.

“I can confirm that 40 people have died from cholera in the past four days and this number is likely to increase due to the number people seeking assistance, and 30 others have been admitted in hospital”, he said.

He said the victims of the disease, which was yet to be investigated, had diarrhea accompanied by vomiting and health officials suspected the victims drank contaminated water from a lagoon.

“The first cases were detected on Friday and up to this morning [Monday] we have registered about 40 deaths from the disease, (and) we suspect more people who drank water from the contaminated lagoon could die or have severe diarrhea.’

“Samples taken from the dead and the sick had been sent to Sofala provincial hospital in Beira for further tests”, Fernandes added.

Health minister Ivo Garrido has dispatched a team of experts to investigate the cases in Guru District where most of the deaths occurred.

Manica is among four provinces along the Zambezi valley, which was devastated by severe flooding early this year.

Cholera, which is caused by contaminated water, is an infection of the gut which causes chronic diarrhea and vomiting, leading to severe dehydration and death.

Mozambique’s state owned company, PetroBeira, is building US$45 million fuel storage tanks able to hold 80,000 cubic meters in the central port city of Beira for the handling of fuel derived from oil or biofuels, a senior company official told APA on Thursday.

Chief Executive Officer Casimiro Francisco said in an interview that the petroleum products would be sold to Botswana, Zimbabwe and the Democratic Republic of Congo (DRC).

“Last week we began construction of storage tanks valued at US$45 million for handling 80,000 cubic meters of fuel products deriving from oil or biofuels which we hope sell to Botswana, DRC and Zimbabwe if the situation changes there,” he said in an interview.

PetroBeira owns 46 percent of the shares and the remaining 44 percent are in the hands of Trafigura, consortium of local and foreign investors.

Casimiro said the construction of the infrastructure, to run for fourteen months, forms part of the strategy adopted by the government to increase the efficiency and ultimately reduce operating costs and the prices charged to consumers as well.
