<p><span id="more-109761"></span></p>
<p>The Minister of Education Science and Technology Peter Mutharika, a brother to President Bingu Wa Mutharika, told parliament that the government intends to combine Bunda, Natural Resources College, Chitedze Research Station, Agricultural Research and Extension Trust to be one constituent college under UNIMA.</p>
<p>“We cannot combine these entities together without changing the laws to allow them operate as one university and then link it again to UNIMA,” he said on Wednesday.</p>
<p>He added that the new university has been named after Lilongwe to honor the city and the former President Hastings Kamuzu Banda, who moved the capital from Zomba to here.</p>
<p>The main opposition Malawi Congress Party (MCP) spokesperson Willard Gwengwe applauded government for combining the colleges into one entity.</p>
<p>“The development will increase the number of colleges as well as the intake of students who will go for public universities,” he said.</p>
<p>Currently, Malawi has two public universities in Mzuzu and UNIMA which has Chancellor College, Polytechnic, Kamuzu College of Nursing and the College of Medicine as its campuses and several private universities.</p>

<p>During his recent visit to Germany, President Bingu Wa Mutharika discussed with the Chancellor Angel Merkel on the possibilities of having a modern hospital in the country, the statement said.</p>
<p>&#8220;The state-of-the art hospital will be dealing with major surgical operations like complicated cancer and tumors and other ailments currently undertaken in South Africa,&#8221; it said.</p>
<p>He said the hospital will enable government to reduce the costs of referral patients to other countries for treatment at the same time it will save a lot of lives of vulnerable population since the experts will be based at the center.</p>

<p>CSCQBE Executive Director Lexon Ndalama said in Lilongwe that knowledge of instruments was key to claiming and promoting children’s rights to quality education and participating in school governance.<span id="more-34250"></span></p>
<p>&#8220;National and international instruments have important functions like setting out rights, defining universal principles and norms for the status of children,&#8221; he said.</p>
<p>Right to Know and Right to Education is a project aimed at promoting the child’s right to quality basic education through access to information and participatory rights.</p>
<p>The project is being implemented in Swaziland, Zambia, Kenya, Ghana, Uganda, Tanzania and Malawi.</p>

<p>The Bill, among others, grants power to the President to choose the date for the local polls. Currently, the polls are expected to be held in May of the following year after parliamentary and presidential elections, according to the law.<span id="more-32832"></span></p>
<p>CMD Chairperson Khwauli Msika said during a Consultative Conference for Local Government Elections in Lilongwe : &#8220;We can say that there is already lack of political will at the center looking at where we are coming from. We conducted local polls sometime back in 2000, up to date there is nothing tangible concerning the latter.&#8221;</p>
<p>He added that the bill introduced a serious layer of unpredictability of having the polls and implementation which are contrary to the qualities of a good law, hence good governance.</p>
<p>He therefore called upon the President to leave matters of choosing a date for local polls to the electoral body in accordance with the current law.</p>
<p>In spite of these concerns, Minister for Local Government Goodall Gondwe has assured the nation of having local polls before December 2010.</p>

<p>Speaking during the handing over ceremony in Lilongwe, US Global Aids Coordinator Eric Goosby said the new 960 sq.-meter facility represented the growing partnership between the two nations.<span id="more-32661"></span></p>
<p>&#8220;The facility will help the country to continue registering tremendous strides in the fight against the pandemic and other related diseases,&#8221; he said.</p>
<p>In addition, he said, the facility will house the national data repository that will allow national data collected from all districts to be collated and analyzed in a timely manner, and be able to guide a data-driven national health policy development.</p>
<p>The facility also has, among others, high-tech communication systems — with conference calling and voice mail capability that will provide excellent space for meetings and conferences, library and media room.</p>

<p>Acting Executive Director for Malawi Energy Regulatory Authority (MERA) Alexander Saiwa said in Lilongwe that despite having enough supplies at the ports, the country has not been able to meet its daily loading plans because of congestion at the port which has come due to an increase in demand in the region.<span id="more-31091"></span></p>
<p>&#8220;Congestion at Beira, Dar es Salaam and Nacala ports has negatively affected the supply of fuel in our country but we believe that the situation will soon be normalized,&#8221; he said.</p>
<p>He said the authority was directly engaging management teams at the ports to urgently deal with the issue so that the country could start to receive the supplies during this weekend.</p>
<p>In addition, he said, the body through the appropriate government departments and ministries, was aggressively negotiating with the Mozambican and Tanzanian counterparts to ensure smooth handling and movement of fuel from the ports into Malawi.</p>
<p>He therefore advised the general public not to panic as necessary measures are being taken to normalize the situation.</p>

<p>Zain Malawi Marketing Director Elwin Kadango said in the capital Lilongwe that the company would now start using 3G data which would improve mobile services to its customers by providing them with modern technologies.<span id="more-30986"></span></p>
<p>&#8220;Using the latest international mobile telecommunications popularly known as 3G, users of Zain services can surf the internet and other services at a cheaper cost and faster speed,&#8221; he said.</p>
<p>Currently, he said, other communication providers in the country are using 2.5G which is the oldest, with lower speed and higher costs.</p>
<p>He added that with the modern service, the company was planning to connect the country’s schools and hospitals.</p>
<p>As a social corporate partner, these are the key areas (education and health) the company would like to assist government in order to improve its delivery service, he said.</p>

<p>The singer, who arrived on Sunday, is building the girls’ academy through her locally-based charity organization known as Raising Malawi to help Malawian girls have quality education.<span id="more-30559"></span></p>
<p>&#8220;Madonna’s vision is to empower girls to become Malawi’s future leaders. The academy would teach girls to challenge themselves, serve their local communities and develop their country,&#8221; a Raising Malawi press release said.</p>
<p>Before she leaves the country, the singer is expected to meet Malawi President Bingu Wa Mutharika within a week.</p>
<p>Meanwhile members of the British and US press have camped at Capital Hotel in Lilongwe in hopes of getting a glimpse of the megastar, who has adopted two infants – a boy and a girl – from the country, where she sponsors some orphanages.</p>

<p>Speaking in the Malawian capital Lilongwe on Wednesday, UNICEF Resident Representative Currie Aurie said the vehicles will go a long way in boosting Malawi’s progress towards improved health for all children.<span id="more-30095"></span></p>
<p>&#8220;Malawi has already made a significant progress in reducing neonatal, infant and under-five mortality rates compared to other countries in the region,&#8221; she said.</p>
<p>If these trends continue, she added, Malawi will achieve the Millennium Development Goal of a two-thirds reduction in child mortality by 2015.</p>
<p>She observed that the achievements are not by accident but as a result from sustained political will, hard work and the concerted efforts of government and its partners to make low cost, high impact interventions widely available to all Malawians.</p>
<p>The Minister of Health Moses Chirambo said his government greatly appreciated the continued support GAVI was providing to Malawi.</p>
<p>GAVI started giving support to Malawi in 2001, and during its Phase1 of 2001 to 2006 the country received support for the introduction of pentavalent vaccine worth over $30 million and financial support of $100,000 to facilitate activities leading to the introduction of the vaccine in the country. Between 2005 and 2008, the country received injection supplies worth $8 million.</p>

<p>She told APA in Lilongwe on Wednesday that the center would provide counseling, testing and treatment for HIV/Aids and tuberculosis, stress management, post-exposure prophylaxis, training opportunities and resource knowledge center for continuous professional development.<span id="more-29815"></span></p>
<p>&#8220;This center will assist health workers, nurses and midwives of the country an opportunity to train within the country in order to upgrade their profession,&#8221; she said.</p>
<p>She said the trainers would come from the organization partner Norwegian Nurses Organisation (NNO) and from within the country.</p>
<p>Vice President Joyce Banda will officially open the center which is situated in the capital Lilongwe.</p>

<p>Finance Minister Ken Kandodo said in Lilongwe during the signing ceremony that the project, when completed, would help boost the tourism industry in the country.<span id="more-28652"></span></p>
<p>&#8220;These projects are essential because they will bring up a new face, thereby transforming the landscape of the country’s capital city,&#8221; he said.</p>
<p>Chinese ambassador Lin Songtian said the project would start in three months and was expected to be completed after 28 months.</p>
<p>&#8220;Currently, we are waiting for the construction materials to come since all of them will be shipped from China to Malawi via Beira,&#8221; he said.</p>
<p>He added that Malawi was expected to repay the loan over a period of 20 years after a grace period of five years with a rate of interest of 2% p.a..</p>
<p>The facility would provide a purpose built conference facility with increased seating capacity of more than 3,000 people, with multilingual translation and audio visuals facilities.</p>

<p>According to US Deputy Chief Mission here, Kevin Sullivan, the exercise from 10 to 14 August will be the first of its kind in Malawi, and it is designed to enable the two military forces to share ideas, concepts and methods to enhance professionalism through briefings, discussions and exchange of procedures and informational materials.<span id="more-27137"></span></p>
<p>&#8220;This will also help the MDF in developing Standard Operating Procedures (SOP) for implementing security procedures and executing same in a foreign and or hostile environment and establishing security patrols within basing operations,&#8221; he added.</p>
<p>The event will benefit over 25 officers from the MDF.</p>
<p>In September the U.S. Air Force will conduct a second session that will focus on Sustainable Range Management.</p>
<p>This event will aim at enhancing the MDF’s ability in planning and managing existing training ranges that satisfy current and future missions — including Training Area Management, Land Use and commercial, residential, wildlife and agricultural encroachment issues for tasks in support of military training in Malawi.</p>

<p>At a short ceremony to present certificates and cash prizes of $500 to each of the officers on behalf of the IGP, the Central Regional Police Commander, Deputy Commissioner of Police Akayire Kamparah, commended the eight officers for refusing to accept $5,000 bribes when they arrested one Mills Agoe Robertson with 380 parcels of substances suspected to be cocaine on June 29 thins year.</p>
<p>ASP Asare-Mensah, in a message urged Ghanaians to discard the notion that all policemen were corrupt and support them with information to carry out their duties effectively.</p>
