<p>The long-time Zambian opposition figure Michael Sata is the new President after narrowly defeating incumbent Rupiah Banda, according to media reports.</p>
<p>In a statement issued by his spokesperson on Friday in New York, Ban commended Zambians for holding the ballot “in an environment that was overall peaceful and orderly,” and gave credit to the country’s electoral commission for the role it played in ensuring a credible and transparent election process.</p>
<p>Noting with satisfaction that Friday’s hand-over of power has been smooth and dignified, Ban congratulated Sata on his success and praised Banda for his “message to the nation” in defeat.</p>
<p>“The Secretary-General is pleased that Zambians have today shown Africa and the world that change can be brought about peacefully when democracy is allowed to flourish,” the release.</p>

<p>During her appearance on season 7 of NBC’s hit series “The Biggest Loser,” Tara Costa consistently proved to be a great competitor, winning a record-setting 8 challenges – the most of any contestant in show history, on her way to losing 155 pounds over 18 weeks.</p>

Next up for Costa is her greatest challenge to date, participating in the Ford Ironman World Championship in Kona, Hawaii on October 8th, an event that includes a 2.4 mile swim, a 112 mile bike ride and a 26.2 mile run. <p><span id="more-115026"></span></p>
<p>At least 19 people are reported to have died during demonstrations last week in Malawi’s biggest cities, with protesters speaking out against shortages of fuel and foreign exchange and calling for greater freedoms and human rights.</p>
<p>Security forces have been accused by the protesters of using excessive force.</p>
<p>Ravina Shamdasani, a spokesperson for the UN High Commissioner for Human Rights, told reporters in Geneva that OHCHR is calling on the Government to stop the use of force and conduct a prompt, impartial and transparent inquiry into the allegations of human rights abuses.</p>
<p>“We are extremely worried about reports of arrests of large numbers of people during the demonstrations, and death threats against several leaders of the protests following President Bingu wa Mutharika’s announcement via radio that eight people he specifically named would be arrested,” she said.</p>
<p>OHCHR urges the government to cease the use of mass arrests and threats to silence opponents.</p>
<p>Ms. Shamdasani also expressed concern at reports that the Malawian government has shut down news websites and social media networks and blocked signals from local radio stations.</p>
<p>“Journalists have also reportedly been targeted and subject to violence and intimidation. We urge the authorities to respect the freedom of expression,&#8221; she added.</p>

<p>Heavy-armed police on Thursday disrupted the freedom annual parade with funding from Norwegian Embassy.</p>
<p>NAD wanted to celebrate various freedoms they enjoy in the country.</p>
<p>&#8220;As far as we are concerned, the Norwegians flouted the Geneva Convention which prohibits foreigners from holding demonstrations in their host countries hence the disruption,&#8221; he said.</p>
<p>NAD Director Chris Nditani said the group was surprised to see the police disrupting their peaceful freedom parade.</p>
<p>&#8220;We are meeting with the police officials today (Friday) to negotiate with them so that the parade should take place either during the weekend,&#8221; he said.</p>
<p>The organization parades to enjoy various freedoms in the country every year on March 3 a day when Malawians commemorate their Freedom Fighters.</p>

<p>Outgoing President Laurent Gbagbo and his challenger Alassane Ouattara are the two contenders in the run-off elections whose results have yet to be announced.</p>
<p>A statement issued in the Nigerian capital of Abuja on the elections signed by the President’s spokesperson, Ima Niboro, Jonathan urged the contenders to allow the will of the people to prevail through their votes.</p>
<p>“The president noted that the assessment of both local and international observers indicating the peaceful conduct of the run-off election so far has been encouraging.</p>
<p>“He urged the candidates to tone down their rhetoric and maintain the peace at this very critical stage before the final results are announced,” the statement said.</p>
<p>It also quoted Jonathan as enjoining both contestants to “subject themselves to the will of the Ivorian people by allowing the votes to be counted in a peaceful and orderly manner.”</p>
<p>“It is imperative that the supreme interest of the people of Cote d’Ivoire, who have borne the brunt of hardship these past years, be allowed to prevail at the polls,” it further quoted the president as saying.</p>
<p>The statement said that Nigeria and, indeed the entire member-states of ECOWAS, were following the situation in Cote d’Ivoire with keen interest and “stand ready to continue to render all necessary support to promote peace, democracy and stability in the country.”</p>

<p>The Women Filmmakers of Zimbabwe (WFZ) said acclaimed filmmakers from Belgium, Britain, Poland, Belgium, Malawi, Mozambique and Namibia would take part in different training workshops during the festival which ends in the second largest Zimbabwean city Bulawayo on December 2nd.</p>
<p>A WFZ spokesperson said the 2010 festival would be the biggest since its inception in 2002, with a total entry of more than 100 films compared to just 55 films screened last year.</p>
<p>“Running under the theme &#8220;Women of Decision&#8221;, which investigates among other things, the societal pressures women face when making decisions for themselves, their families, and the community, IIFF will continue to stand out as a festival where people are not only entertained but are also educated and inspired,” the spokesperson said.</p>
<p>IIFF was founded in 2002 in response to “the plethora of beauty pageants” in Zimbabwe through which women were portrayed as objects whose bodies are packaged and presented to the media as a product.</p>

<p>The Mpumalanga Department of Education spokesperson Jasper Zwane said all schools are required by law to register learners for the 2011 school year from August 1st to October 31st 2010, this applies to both learners re-registering and new applicants seeking admission in the school.</p>
<p>&#8220;Early registration of children enables schools and the department to plan all its programs on time and to ensure that schooling starts on the first day of school re-opening,&#8221; Zwane said.</p>
<p>He explained that children who are currently four years and turning five by June 30th 2011 maybe registered for Grade R next year, while those who are five years and turning six by June 2011 maybe admitted to Grade 1.</p>
<p>&#8220;The principal of the school must give a parent/guardian the admission policy of the school and explain it, a public school may not administer any test for admission to a school and no learner may be refused admission to a public school on the basis that his /her parents are unable to pay school fees,&#8221; Zwane said.</p>
<p>When making an application, parents should make sure that they have documents including birth certificate, immunization card and transfer card or last school report card for learners who have been to school previously. A baptismal certificate will not be regarded as proof of birth date.</p>
<p>If one is not a South African citizen, additional documents including study permit, temporary or permanent residence permit from the Department of Home Affairs or evidence that the person has applied for permission to stay in South Africa, are required.</p>
<p>He said a child may be registered provisionally if these documents are not available and the parent/guardian must be given reasonable time to submit them.</p>
<p>&#8220;All schools should provide a list of all learners that could not be admitted and the reasons there-of, to their circuit managers by 5 November 2010,&#8221; Zwane said.</p>

			<content:encoded><![CDATA[<p><img class="alignnone size-full wp-image-58378" title="Flag of Mauritania" src="http://cdn.netnewspublisher.com/wp-content/uploads/2010/07/Flag-of-Mauritania.png" alt="Flag of Mauritania" width="125" height="83" />The public prosecutor in the Mauritanian capital has called for a sentence of a lifetime of penal servitude against Omar Ould Sid’ahmed Ould Hamme alias Omar Sahraoui, the premier defendant in the abduction of three Spanish aid workers in Mauritania on the primary Nouadhibou-Nouakchott road on November 29th 2009.<span id="more-58370"></span></p>
<p>The equivalent prison term was also called for for three additional supposed helpers, that is to say Saharawis El Boukhari Ould Mahmoud Ould Issaoui, Mohamed Salem Ould Hmoude Ould Mohamed, and Algeria’s El Id Ould Lehbouss.</p>
<p>The public prosecutor’s spokesperson also demanded three years and two years of incarceration for El Koriye Mint El Boukhari Ould Issaoui (El Boukhari’s daughter) and Joumaa Mohamed Regragui, respectively.</p>
<p>The criminal court in Nouakchott has been trying eleven people since Tuesday, including five in absentia, who were surmised to have abetted the charged in the abduction of the Spanish humanitarian workers.</p>
<p>The absent suspects include the ringleader of Al Qaeda in the Islamic Maghreb (AQIM) wing, Algeria’s Belmoctar Moktar also known as Moctar Belawar.</p>

<p>Japanese ambassador to Zimbabwe Koichi Morita unveiled the ¥125 million (US$1.4 million) facility to support the UNICEF program to prevent the spread of infectious diseases among Zimbabwean children.<span id="more-34337"></span></p>
<p>The Japanese aid would provide for major vaccinations such as polio, measles and tetanus in cooperation with UNICEF.</p>
<p>“Approximately 370,000 children and 560,000 expectant and nursing mothers in Zimbabwe will be able to receive vaccinations through this aid,” a spokesperson for the Japanese embassy said in Harare.</p>
<p>The grant aid is a part of Japan’s commitment to Africa announced at the Fourth Tokyo International Conference on African Development (TICAD IV) held in May 2008 to strengthen cooperation towards efforts in the field of health care within African countries.</p>
<p>Zimbabwe has an intensive vaccination program for children, targeting those below five years of age.</p>
<p>The latest vaccination round ended early this year.</p>

<p>According to a spokesperson of the Nigeria police in Port Harcourt in Rivers State on Monday, Ms Rita Abbey, the four expatriate workers were released on Monday and &#8220;they are looking fine”.<span id="more-33952"></span></p>
<p>Abbey did not however say if the ransom of $2 million demanded by the gunmen was paid before the expatriates were released.</p>
<p>The gunmen took the four expatriates hostage last Tuesday in an ambush along the Port Harcourt – Abia road after killing their police escort.</p>
<p>The expatriates, whose identities were not disclosed, are contract workers for Anglo/Dutch Shell.</p>
<p>Kidnapping of expatriate workers in Nigeria’s oil-rich Niger Delta has virtually stopped after the Nigerian government reached an amicable agreement through its amnesty program for the militants, who are agitating for control of the oil resources from their backyard.</p>

<p>The process has dragged on for more than seven years when the late president Levy Mwanawasa appointed a ninety-member team to go around the country collecting submissions from citizens on what they wanted included in the constitution.<span id="more-33854"></span></p>
<p>He later appointed more than 500 people to sit and scrutinize the submissions from the members of the public, a process many have been opposed to as a repetition of what was done by the earlier team and a waste of public funds.</p>
<p>The National Constitution Commission (NCC) was set up by an Act of parliament and has more than 500 delegates drawn from various interest groups and has been sitting since 2007.</p>
<p>But the NCC spokesperson Mwangala Zaloumis told journalists on Saturday that the NCC would cease its sittings next month.</p>
<p>She said the NCC delegates will have completed the painstaking process of scrutinizing the submissions from the earlier commission and will also have made all the necessary recommendations.</p>
<p>The end of the sittings will however not mark the end of the process as a final draft will then be prepared and made available to the public for comments.</p>
<p>Once the public comments are completed, then a final document will be produced and presented to parliament for ratification into law.</p>
<p>The lengthy process has caused much debate and public protests and many see the delay as a deliberate step by government so that the country goes to the next presidential polls using the old constitution which has been condemned by many as faulty.</p>
