Uganda And Rwanda Implement 24-hour Open Border Policy

September 2, 2008

Rwanda has started implementing a 24-hour operation program policy at all its border entry points starting with a 16-hour operation at Gatuna on the border with Uganda, in a move aimed at facilitating the free movement of goods and people in the East African region.

Announcing the directive on Monday in Kigali, the Rwanda Revenue Authority (RRA) commissioner of customs, Eugene Torero, said the country had started by gradually allowing other member states to prepare themselves to implement the program.

He said the move was meant to ease the flow of goods and services in the East African Community and neighboring Democratic Republic of Congo (DRC).

We have started gradually by increasing the working hours to 16 at Katuna border because our counterparts on the Ugandan side have also agreed to reciprocate our move.

“This is very good as we move into east African economic integration and customs union,” Torero said, adding that enough lights have been installed at the entry point to enable work run smoothly.

APA has reliably learned that Uganda, a crucial partner in the 24-hour operations project, has indeed reciprocated the Rwandan move at its side of the border.

In the last few days, Uganda has been installing night lights for readiness of the 24-hour implementation program.
