Uganda to Mainstream Disability Issues in All Its Plans

Uganda’s Community Development Minister Catherine Namugala announced on Sunday that the government will soon mainstream disability issues in all its programs.
She said the move has been taken in recognition of the fact that her ministry, which is currently responsible for disabled people, cannot cope with handicapped people on its own.
She said each ministry will include in its budget funds to cover programs for disabled people, citing the example of the ministry of health which has a crucial role in providing health services to disabled people.
She said on one way in which the ministry of health would improve its services to disabled people such as deaf and dumb people would be through training of health personal in sign language.
She said that would enable health personnel to provide better services including counseling for HIV testing to deaf and dumb people by relating to them in a language they could understand.
